Can I blame him? According to the gang leaders, gang life offers safety, food and shelter. It's all peace and love. Apparently, where there is one place, they face off against each other. They make sure it's safe. And I'm guessing the guards only come in if like there's a riot or some kind of a breakout happens or something or someone needs medical attention.
